Taxes are only incurred upon sale or exchange for fiat currency. In this case, you must pay 18% personal income tax plus a 1.5% military tax on net profit (after the grace period ends in 2027).
  2. Trading is considered an investment activity and is taxed in the same way—only on realized profits and only when withdrawn to fiat currency. An important concession is that exchanging one cryptocurrency for another is tax-free. This greatly simplifies life for active traders and keeps cryptocurrency trading completely tax-free.
  3. Mining and staking are legally considered entrepreneurial activities. Therefore, the logic is slightly different here: income is generated when the reward is received (block mining or staking reward). However, taxes are only paid when mined crypto is sold. Starting in 2026, miners will be eligible for preferential taxes: 5% plus 1.5% on the first conversion to fiat, followed by the standard 18% plus 1.5%. Professional mining companies and large stakers must register as sole proprietors or legal entities.

Importantly, the law prohibits the arbitrary blocking of client funds, which can only be done by court or regulatory order with a mandatory 24-hour notification.

Insurance Mechanisms and Protection of User Assets

The bill leverages the best practices of MiCA and FATF by integrating requirements related to liability for cryptocurrency tax evasion, including fines and enhanced AML monitoring. It also stipulates requirements for exchange reserves and segregation of client funds.

  • Providers must store at least 95% of client funds in separate “cold” wallets (offline storage).
  • Exchanges are required to publish independent auditors’ reports on reserves once a quarter.
  • Regarding insurance, the law requires companies to create reserve funds (at least 2% of assets under management) to compensate for events beyond their control, such as hacker attacks, bankruptcy, or technical failures.
